Note elongates further to the FRAC in Orleans – La République du Centre

The subject was on the table of the Standing Committee of 20 May. The National Front has once again denounced the cost of construction of the FRAC (Regional Contemporary Art Fund), established Rocheplatte Boulevard in Orleans. The delay by the shipyard requires the Region to indemnify a company of up to 300,000 euros, denounced the FN, criticizing also an extra bill of 90,000 euros for roofing.

far exceeded forecasts
The rating is even more salty. The cost of the work alone (not including the transfer) was estimated at 8.9 million euros and the construction site had to be spread over a twenty month. The total cost is ultimately of EUR 13,638,000 and the work lasted 16 months more than expected (from November 2009 to summer 2013), recognizes Emmanuel Porcher, deputy director general for education, culture and sports in the Region. Blame worksite hazards (asbestos discovery and unlisted cavities) but also in the conduct of the project by the contractor, in this case the architect firm of Jakob and Macfarlane.
The Region being the owner, it is to her that the company ERTCM – she realized the metal parts of Frac – turned around to seek compensation for financial losses suffered due to sixteen months late. She had amounted to 1 million euros. An agreement was reached after negotiations with the mediator between companies for the payment of a sum of 300,000 euros by the owner. Another agreement was reached to settle the dispute with the company SN Blois Bloch, she took charge of the shell (the court, for example). He was paid 150,000 euros.
Leaks, two years after the opening
The Regional Council turned to the architects, guilty as him not have well led the project. The Administrative Court ruled in asking the prime contractor to pay 50,000 euros penalty.
And, also the addition is expected to grow. In the market, it was asked to check the roof of the old building and restore it if necessary. The supervisor did not identify any major problems, just some disorders.
But two years after opening (in September 2013), leaks are found. An expert was commissioned by the Region.
Result last year, urgent work was done in the amount of 150,000 euros. And this year, we still provide 70,000 euros to finance repairs to be carried out in the fall. “It’s not quite serious this approach,” critical Emmanuel Porcher, speaking of the Parisian architectural firm. The Region will ask him compensation for “consulting default”.
