Failed”strategic”, “waste heritage, social and industrial”… the Court of auditors does not mince his words in denouncing the management of the environmental tax, the draft taxation of heavy goods vehicles ultimately buried by the State. at the base, the project was still ambitious. This was to apply a charge for mileage to the approximately 800.000 heavy weight of more than 3.5 tonnes, of which 550.000 French. The idea being to encourage the economic actors to favour other modes of transport to the road… but also to bring back the 890 million additional euros each year into public coffers.
Passed in 2009, the measure was intended to apply in July 2013. Las : the project has been postponed for the first time, before being suspended in October 2013, in the face of opposition from road hauliers in particular, then definitely buried a year later.
To offset the loss of revenue, the executive has been voted in the urgency to increase the tax on diesel, generating tax revenues a little higher. Except that this measure has not hit the same audience : while the heavy-duty foreign would finance 31% of the environmental tax, they have been almost completely spared by the over-taxation of diesel (only 2% of the revenue). By contrast, other road users, particularly motorists, who were not supposed to be affected by the environmental tax, contribute close to 57% with regard to the increased taxation of diesel oil, or 652 million euros per year !
Another major problem : it was necessary to compensate Ecomouv’, the private partner had been selected to collect the ecotax. Cost of the compensation for the taxpayer : 958 million euros. Add to that 70 million spent by the government to implement and then break the contract. Not to forget the 53 million loss in annual revenue related to the lowering of the tax to the axle, which had to be offset by the ecotax.
This is not all : the Court estimated at 270 million euros, the financial risk of litigation is still ongoing, “related to requests from claims made by some companies of the electronic toll collection”, she says. It has probably not yet finished talking about the mess of environmental…
