His Excellency Mr. Ibrahim Boubacar Keita

4.58 / 10 4.86 / 10 and 4.44 / 10. These are the notes that collects the president, Ibrahim Boubacar Keïta, following a survey of district populations, respectively for the overall management of the country, north of management issues and the fight against corruption. For the management of the internal conflict in the army, he gets our 6/10. These results (reflecting the views of the Malian population, when the head of state has just completed two years as President of the Republic) follow a survey conducted in early October (2 to 5 ) by the Institute poll Gisse ( Scientific Interest Group of Statisticians Economists) The same survey measured the rating of the leader of the opposition. Which also contains the low score of 4.36 / 10, for the role as opponent during the first two years of governance IBK.

In 2013, when he came to business, the popularity of the president, Ibrahim Boubacar Keïta, was at its highest. All surveys conducted in his time, placed him unequivocally to all other candidates. The man embodied, indeed, hope for a people who had both high expectations and especially urgent. These expectations on which the candidate (himself) did not hesitate to surf during the election campaign for president, have mostly called: fight against corruption and predation of funds of the State, to the crisis of North, restoration of the territorial integrity and authority of the state reform (the overhaul?) of the Malian army and its allocation robust means able to hoist up to the contemporary threats. President IBK had also committed to the fight against hunger by giving plenty room to the people who had virtually no power vis-à-vis purchasing face the climb in the price of essential goods.

With the presidential elections of 2013, and Ibrahim Boubacar Keita candidacy is all the Malian people (men, women, young and old) who had mobilized to bring it to the highest functions the State. “If the polls do not give the winner, it will be bloodshed … We have already bought everything you can find as knives, machetes and axes being at market Sougouni Kura” . These are words that could be heard on the lips of a lot of the candidate’s supporters Rally for Mali.

At the announcement of the results of the 1 st tower presidential, IBK (unsurprisingly) is classed ahead of the slew of candidates, before winning the second round, facing Soumaila Cissé, candidate of the URD and the consolidation of political parties, the Front for Democracy and the Republic (FDR). The confirmation of the election of Ibrahim Boubacar Keïta, by 9 sages of the Constitutional Court, resulted in an unprecedented popular event in celebration of the victory of a presidential candidate in Mali. The Malian people came to fulfill his part of the contract to a man: IBK. He returned (therefore) the new president to prove, during his tenure, it is quite worthy of any brand of confidence and esteem by simply translating into reality its own commitments ….

On 4 September he (IBK) buckled his 24 months (2 years) for the highest office. Sufficient time, according to many people, for the evaluation (mid runs) of a five-year period ending in 2018. Has it succeeded? Has there (at this stage) garnered enough acquired under the expectations of his people? The answer to both questions is in the negative When referring to the results of the survey of opinions that has just completed the Gisse polling institute. This opinion poll (organized in Bamako from 2 to 5 October, 2015) touched a sample of 1060 people aged 18 years and older. His goal ? Measuring satisfaction of the population regarding the management of IBK President during his two years in power. But the survey showed, too, to measure people’s satisfaction in 5 specific areas: northern issues management; managing internal crisis to the army and consecutive to the case red beret / Green Beret; the fight against corruption, the fight against insecurity, the fight against poverty.

The approach was to assess the action of the Head of State, (for the people). Which, in the field, assigns a score between 0-10

For the analysis of the results of the investigation, a conclusion emerges:. The dissatisfaction of the people vis-à- Screw what the president has undertaken so far. Thus, to the overall management of the country : The Head of State noted 4.58 / 10; 4.86 for its management of the northern issues; and 4.44 for his fight against corruption. There are only for the management of the internal conflict in the army he gets our 6/10.

A decryption of these results, so lets see that President IBK, a managed relatively well the internal crisis in the army. This is not the case with the issue of the north where the view attributed to it 4.9 / 10. In this sector, where 45% of respondents were dissatisfied with what he has achieved in this context, the head of state has yet to provide much effort. Note that it has obtained (4.9 / 10) shows that it is still below average and therefore must do better to live up to the expectations of his people.

In another area, that of the fight against corruption, public opinion is no less severe with the Head of State noted 4.44 / 10. This is far from being famous for a man who has declared 2014, the year of fight against corruption and financial crime. On this register, the opinion gives the head of state a note that is well below average. At this level, all manifestations of corruption are denounced, especially those directly affecting the poor: corruption in the police and the traffic that users commonly found in public administration
